In reply to No. 196, dated 19th ultimo, informs that Act XIII. of 1859 is intended for particular localities, not for whole territories, and that His Excellency the Governor General in Council is prepared to extend it to the Cantonment of Bangalore and other limited portion of Mysore which he may name, but not to the whole territory.
