With reference to this Office docket No. 384T., dated 14th ultimo, states that in the opinion of His Excellency in Council the reply of Colonel Haughton to Paro Penlow of Bhootan, to the effect that he could not interfere with the person named Situmboo unless the Penlow furnishes witnesses to prove that this man is guilty of the theft with which he is charged, was proper and judicious.
