Decision the action should be taken under Part IV of the Indian Merchant Shipping Act, 1923 against country craft carrying more than thirty native passengers. Decision that is in unnecessary to bring country craft carrying not more than thirty passengers within the purview of Part IV of the above-mentioned Act by a declaration under section 147(3) of the Act.
