To Secretary - With reference to the doubts that have from time to time arisen as to the Competency of the several Executive Governments to pardon in the case of sentences passed by one of H.M.S. Supereme Courts in India deaws attention to the provisions of Act XVIII of 1855 under which those Governments will in future exercise the power of pardon etc. in all cases arising within the limits of their respective jurisdictions.
