Report concerning the action taken by the Chief Commissioner, Burma, to show clemency to Burman criminals imprisoned for complicity in the disturbances of the last four years. Proposal for the deputation of Mr. G. J. S. Hodgkinson on Rs.300 a month to Upper Burma to examine records of trial and prepare lists of recommendations for the release of criminals.
