Forwards copy of a letter from the Government of the North-Western Provinces and Oudh on the subject of the appointment of Mr. W.R.Burkitt, C.S., to fill the recently sanctioned temporary additional Judgeship in the High Court at Allahabad, and refers for decision the question whether in such cases the appointment should be made by Her Majesty by the issue of Letters Patent or by the authorities in India under 24 and 25 Vict., Cap. 104, Section 7.
