With reference to this Office No.258,dated 15th instant,submits arguments in favor of the Rules which were framed by the Sanitary Commission, with a view to prevent the occurrence of epidemics in Jails, and endeavors to prove by argument the erroneous impressions entertained by Dr.Mount in urging objections against these Rules.
