In reply to despatch No. 21, dated 27th July 1871, forwards copy of a letter from the Government of Bombay, and expresses an opinion adverse to the proposal of that Government for Parliamentary legislation, to admit of the removal to England of European convicts sentenced to penal servitude in cases where prolonged detention in India would be dangerous to life.
