Referring to Secretary of State`s Financial Despatch No. 138, dated 8th April, 1869, explains the circumstances under which the appointment of 3rd Judge of the Chief Court of the Punjab has been conferred upon Mr. Lindsay, Judge of Moradabad, instead of upon a Native gentleman, as originally intended.
