Decision that the word ``pay`` used in rule II of the rules regarding the grant of concessions to Government servants and others proceedings to a Pasteur Institute for treatment, as also the words ``not more than Rs. 100 a month`` which occur in rule I of those should be interpreted as referring to ``monthly substantive pay`` as defined in article 38 of the Civil Service Regulations.
