Rejection of the proposal of the Government of Bombay that section 464 (I) of the Code of Criminal Procedure should be amended so as to permit of the certificate of a medical officer, that an accused person is of unsound mind and incapable of making his own defence, being received without the officer appearing and giving evidence in court.
