Decision that the period of foreign employment of a military Officer transferred direct from officiating civil employ to foreign service should be included in the three years continuous officiating service which is required by rule 2, article 35, civil service regulations, to qualify for leave under civil rules, (Case of captain H. Ainsworth, I.M.S.).
