Transmits, with remarks, copy of papers containing memorials recently submitted to the Government of India by certain officers of the graded Educational service of the North- Western Provinces and Oudh, relative to the appointment of a member of the Covenanted Civil Service to the post of Director of Public Instruction in those Provinces.
