Proposal to authorize Provincial Governments (1) to grant special privilege leave to officers unavoidably prevented from rejoining in India within the period of their leave by the dislocation of steamer service due to the war, and (2) to relax the provisions of articles 260, 308 and 338 (b) (III) Civil Service Regulations, and the corresponding provisions in the articles in Part V in special cases.
