Delegation to Provincial Governments of powers (1) to grant special privilege leave to officers unavoidably prevented from rejoining in India. within the period of their leave by the dislocation of Railway and steamer services occasioned by the war and (2) to relax the provisions of articles 260, 308 and 338.(B) (III), Civil Service Regulations, and the corresponding provisions in the articles in Part V in special cases.
