Rejection by the Secretary of State of memorials from Messrs. L. E. Buckley and L. Davidson, C.S.I., members of the Indian Civil Service, with regard to their claims to be appointed to the Madras Executive Council. Discretion to be exercised by the Government of India or the local Governments concerned in forwarding memorials in respect of appointments which are filled by the Crown or with its approval, e.g., those of Lieutenant- Governors, Members of Executive Councils, Judges of High Courts.
