Grant of authority to the Resident in Kashmir. Under Section 26 of the Post Office Act (Act VI of 1898) to intercept, when necessary, any posted articles entering Kashmir territory from any locality other than British India, in order to check attempts to introduce Bolshevic Propaganda into India from Central Asia.
