Deficiency in the number of Muslims who qualified at the M.S. Branch examination of the Public Service Commission held in 1931 for employment as 3rd division clerks in the Govt. of India offices and suggestion by the Hon`ble Malik Feroz Khan Noon, Minister of Education, Punjab that Muslim graduates should be taken in the 3rd division without examination.
