Relaxation of rule 15 of the Passage Regulations in favour of Mr. H. M. Rose, retired District Opium Officer, so as to allow him to avail of the passage to Europe 6 months after the prescribed time limit. Decision that there rules made (or possessing the status of rules made) by a Govt. in exercise of power delegated under the Classification Rules contain a specific relaxing provision.
