Submits copy of a letter from the Ex commist officer at Jullunder which has also been forwarded to the Mily Board bringing to notice the hardship entailed upon contractors whose contracts have expfired by the retution of their security deposits whic being lodged to mut retrechments and cannot be given up until accts are finally audited by the Mily Board.
