Submits for the consideration of the Govr. Genl the commander in Chief's recommendation of a modification of the rules under which officers on leave of absence from their corps between stations receive their allowances great inconvenience being now expereinced from the delay arising out of the prohibition to draw pay otherwise than through the payu master of the circle in which their regt may be serving.
