Stating that the Honable President in Council is of opinion that the declaration on Horno required under G.O.G.G. in Council No. 207 of 1835 being under the wording of that Order only necessary to be given by All Officer's Entrasted with the Expenditure of money in the Mily. Deptt. Should proerly be Demanded from such Executive Officer to accompany Every account submitted by his to whatever Authority.
