With reference to mily dept. lr. no. 464 of the 18th Instt. submits a statment of the privaples which should regulate the adjustment of demurrage for carriage furnished to eurpean and Native troops and explains the grounds on which the audit dept. dealt as it did with certain Bills for the above charge.
