With reference to a letter of the 22nd December 1851 submit copy of Captain Rights explanation as also of the corrspondence of 1838 advertence in the 16th para of their despatch no 8396 of the 13th Febuary 1851 , and of the special report called for as to the manner in which the officer has conducted his duties, since his return to the Cutoack division .
