Submits copy despatch from the commdt of artillery offering certain suggestions for promoting the efficiency of the artillery Bond and soliciting permissiion to intertain 18th Boys 2 on the strength of each European Brigade and Battalion in of 9 men to be deducted from its present authorized strength and conveyes the c in chiefs recommendation to the measure proposed by Brigadier Frith to substitute boys for men in the artillery Band.
