With reference to your letter on file No. 168 of the 3rd instant, I am directed to state that, until the Enroute transit is conveyed from the South Eastern side of the Camp to enable the institution of an unlimited cantonment council, the control of the coming officers will be carried out by the General Orders issued on the Composition and Arrangement and a temporary measure by placing the cavalry on the Army Debt.
