Proposal of the Govt, of Madras for the Purpose of safeguarding marine fisheries the zone of territoral waters adjacent to the coasts of India should be extended to not less than 12 miles and the Gulf of Manaar and palk's straits should be declared marine clause and deliminated between the Govts. of Madras and Ceylon.
