Proposal of the Government of Madras that, for the purpose of safeguarding marine fisheries , the zone of territorial waters adjacent to the coasts of India should be extended to not less than 12 milese and that the Gulf of Manaar and Palk`s Straits should be declared maria clause and deliminated between the Government of Madras and Ceylon.
