Resolution No. 5 passed by the Provincial Home Ministers’ Conference in May 1939, that governments should consider whether section 4(1)(h) of the Indian Press (Emergency Powers) Act should be amended so that the promotion of feelings of enmity between different linguistic areas could be made to fall within the scope of that sub-section.
