Suggestion that in view of the expense of communicating to the military authorities in recruiting areas telegraphic reports of the prevalence of plague, cholera and small-pox, a monthly detailed report of infected places, with a weekly telegraphic report of newly infected areas should be transmitted by the civil to the military authorities.
