Decisione(i)that the sanction of the Govt. Inspecator is not necessary for the running of staff or Workmen's trains over a line not open for the public carriage of passengers; but that the Executive; Divisional or District Engineer concerned should forward a safety certificate to the Govt Inspector; through the proper channel; that the line is.sate for the running of the trains;(b)that an inquiry by the Government Inspector would be obligatory into any accident to a “Statf or Workmen's!rainjinvolving loss of life or serious injury to itsoccupants; irrespective of whether the accident occurs ona line open; or not open; for the public carriage ofpassengers.
