Alteration of rule 7 of the Bengal Pilot Service Rules so as to provide that the period of five year's service required from a Leadsman Apprentice before he is permitted to appear at an examination to qualify for appointment as Mate Pilot may, in certain circumstances, be reduced to 4.5 years.
