Decision (1) that under the Home Department orders of 1911 local Governments and Administrations are still at liberty to make their own arrangements for the supply of the Indian News Agency telegrams and (2) that the restrictive clause 'at rates sanctioned by the Government of India' against item 9 of statement A, enclosure 1, of the Government of India despatch no. 54, dated the 27th February 1914, should not be regarded as operative.
