With reference to No. 8167, dated 31st December 1863, forwards the papers noted, which will explain the nature of the duties on which Lieutenant Sconce has been deputed, states that his deputation will last five months, and as during that period he will received his pay and allowances from the Foreign Department, the whole salary of his appointment in the Marine Department is available for his locum tenens
