Deptt. who do not posses the prescribed minimum educational qualifications, in the regular temporary establishment of Telegraphist. Decision that such of the Non-Matriculate Non-Departmental telegraphists as joined the P. and T. Deptt. before the 15.9.45 and have been in service for a total period of not less then 3 years excluding a total break of not more 6 months and who at the time of their first apptt. as N/D Tele. Were not above 23 years of age, may be brough on to the regular tempy. estbt. subject to their passing confirmation tests, if any as may have been prescribed for regular telegraphists
