Question whether the punishment of stoppage of increment awarded earlier should or should not be deemed to have lapsed, if, in the meanwhile, a higher punishment of reversion is awarded for other charges. Decision which was taken on a specific case dealt with under No. E54RG6-19. (Pross. No. EI/A/Feb/56-E54RG6. 19/1-14B/81/- has been reconsidered on this file and concluded that the stoppage of increment will be deemed to have lapsed on the award of a higher punishment of reversion inflicted for other charges if the second punishing authority has not indicated any thing specifically with respect to the earlier punishment
