The Comptroller, India Treasuries informed that the seven officers of the Political Department named by him are in every way qualifid to held superior appointments and that they were posted to inferior appointments either because no Superior appointment was available which their experience and qualifications enabled them to fill or in order to avoid the inconvenience and expense of transfer during short vacancies
