The UPSC was consulted in order to determine that retired or released defence service officers who were appointed as Ty. Assistant Officers against permanent vacancies in class I cadres of the respective Departments should be eligible for permanent absorption in class I cadre of the Railways, just like other directly recruited officers, if they were 48 years of age or younger at the time of their re-employment on Railway service. After earning three confidential reports in working posts, Assistant Ty Officers will be considered for working posts against a normal quota of vacancies. Principles governing seniority, mechanism of absorption, and other matters would be established after consulting with the UPSC
