Transfer of Railway Employees from one Seniority Unit to another on administrative grounds (1) Such transfers are to be made only when they are absolutely inescapable (2) In Case where an enquiry is pending against an employees the investigation should be processed expeditiously and finalized so that the employee can be retransferred to the original unit as soon as possible
