The following information is provided regarding item (10) of the agenda for the PNM meeting with the A.I.R.F. scheduled for January 1970: Trains clerks and other yard staff stagnating in the promotional channels. decided that: (a) Train clerks should be given the opportunity to fill the Guards C positions currently held by ASMs. (a) An additional 11% of the Guard C vacancies, reducing the direct recruitment quota to 22% C, should be set aside for Train Clerks in addition to the current quota available for them
