According to the Ministry of Law, washing allowance is not included in the definition of wages as stated in Section 2(1)(m) of the Workmen's Compensation Act of 1923. As a result, all railways were informed that the Workmen's Compensation Act, 1923 should not be applied to the payment of washing allowance.
