Candidates from non-participating provinces and states may be eligible for the All India Administrative Service. The question of exclusion from Section 298 of the Government of India Act, 1935, pertains to the payment of domicile criteria for provincial services. The Bengal government suggested that on a reciprocal basis, applicants from participating provinces might be appointed to the New Bengal Administrative and Police Services
