State Rly Provident Fund Decision that a once daily rated workshop employee who has not less than three years continuous service has opted to subscribe to this concession on his promotion to monthly rated subsidiary grades in officiating capacity should not be prohibited from it. The essential concept of rule 1305(1)R, as amended by correction slip No. 651, is that a daily rated worker with three years continuous service is substantive for all practice purposes
