(1) Request by the commissioner, Guntar Municipality to increase rate of water tax on M. & .S. Railway properties within the Municipality not acceded to. (2) Law Ministry's ruling that the effect of section 154 of the Govt. of India Act, 1935 applies equally in regard to Article 285 of the constitution.
