Proposal from the Punjab Government to increase the Pilgrim Tax on passengers traveling by rail to Tarn Taran. Law Ministry's ruling that in view of Article 277 the tax must be the same both in specie and in rate of levy which was in the constitution until provision is made by Parliament by Law. Article 277 is similar to that of section 143(2) of the Government of India Act, 1935
