Reference from the G.M. Southern Railway enquiring how seniority of officers belonging to different departments should be reckoned for the purpose of presiding over Selection Board's and Joint Advisory Committees- Decision that the date for increment on Junior Scale should be normal criterion for determining the inter departmental seniority of officers constituting Selection Boards for enquiry committees for the purpose of deciding who should preside subject to (a) An officer holding higher Rank should be considered senior. (b) For officers governed by special orders regarding seniority each case will have to be considered on merits keeping in view the above general principle as well as the special order in question
