Policy in regard to the filling up of posts of Heads of Departments on Railways. Decision:- that after the zones have been formed and the cadres finalized after making necessary adjustments, promotion to Junior and senior administrative posts should normally be made from amongst the officers of the railway concerned, it would however be open to Govt to fill the posts by transfer from other Railways if this is in the public interest
