On a reference from Western and Eastern Railway the Board decided as under- The status of Chief Personal Officer will be that of a Head of Department and he will therefore be his own controlling officers Rule 350- RI amended. The controlling officers should certify in the pay bills that conveyance allowance claimed is in order and that the conditions attached to it drawl have been fulfilled
