Home guards. Decision that there need be no objection to railway employees enrolling themselves in home guards or other similar organisations, provided the G.N or other officer expressly delegated with such authority, considers that employees desiring to join the home guards can be permitted to do so without determent to their normal official duties, that their services will not be required for Rly. units of the territorial Army and provided their being members of this organisation will not result in their being called upon to perform their duties as members of the force to the exclusion of their normal railway duties in times of emergency
