Send for information and guidance, copy of a memorandum to the Military Department, intimating that the Governor General has granted permission to Lieutenant C.E.Armstrong, of the Royal Artillery, employed in the Ganjam and Orissa Survey at Cuttack, to do duty with the Artillery of the Hyderabad Contingent in order to qualify himself for Civil employ under this department and communicating His Excellency's opinion that such officers as Lieutenant Armstrong, who have served for the required period with the Survey or other Department, should be exempted from the prescribed qualifying service with Native Regiment
